Energy auditing, conducting an energy audit

Under Directive 2012/27/EU on energy efficiency, large companies in all EU Member States – including Hungary – are required to have an energy audit carried out every four years in order to identify and improve the energy performance of their operations. The EU Directive has also been transposed into Hungarian law. Under the Directive and domestic legislation, enterprises that do not qualify as SMEs must carry out an energy audit every four years.

Under Act LVII of 2015 In accordance with Act LVII of 2015 on energy efficiency and the related Government Decree 122/2015, large enterprises must prepare a new energy audit for their premises by 5 December 2023, or renew the previous one.

Our company has been producing energy efficiency studies since 2015. These quantified studies are prepared for you by our auditors, who are registered with the Hungarian Energy and Public Utilities Office.

The legal framework for energy audits

The European Union places great emphasis on reducing energy consumption and improving energy efficiency. Therefore, under Directive 2012/27/EU, adopted in 2012, companies that do not qualify as SMEs are required to have an energy audit carried out by 5 December 2015 at the latest, which must be repeated every four years.

The Directive has been transposed into national law through amendments to the following key pieces of legislation and other regulations:

  • Act LVII of 2015 on energy efficiency;
  • Government Decree No. 122 of 2015 (26 May) on the implementation of the Energy Efficiency Act;
  • Government Decree No. 123/2015 (26 May) on amendments to certain government decrees relating to energy efficiency;
  • Decree No. 25/2015 (26 May) of the Ministry of National Development on information promoting energy efficiency;
  • Decree No. 26/2015 (26 May) of the Ministry of National Development on detailed rules concerning the reporting of data relating to energy audits and the annual reports of registering organisations.

Energy audit requirement

The obligation to carry out an energy audit can be fulfilled either by preparing an energy audit (energy expert report) or by operating an energy management system certified by an accredited certification body in accordance with the MSZ EN ISO 50001 standard. Energy audits may only be carried out by registered energy auditors who possess the appropriate qualifications and experience. IWS Solutions Ltd. employs several registered energy auditors.

Conducting an energy audit: the process and requirements

The energy audit is carried out by an energy auditor in close cooperation with the client.

The energy audit consists of the following sections:

  • Preliminary consultation: to clarify the audit’s objectives, scope and depth;
  • kick-off meeting: identifying those responsible, clarifying requirements;
  • data collection: compiling plans and measurement results;
  • on-site work: carrying out the necessary on-site surveys and measurements;
  • analysis: assessment of the current state of energy performance,
  • examining opportunities to improve energy efficiency;
  • report: a presentation of the process and results of the energy audit carried out;
  • Closing meeting: presentation and review of the audit report.


The minimum requirements for an energy audit are set out in legislation; however, if the client requests it, a more detailed report can be produced based on an additional service and a more thorough assessment. It is therefore very important to have a clear understanding of the client’s requirements when planning the audit process.
