When is a health and safety coordinator required?

In accordance with the provisions of Joint Decree No. 4/2002. In accordance with the provisions of Joint Decree No. 4/2002 (II.20.) of the Ministry of Social Affairs and Labour and the Ministry of Health, a specialist with occupational safety qualifications must be employed during both the design and construction phases to ensure that work is carried out safely and without risk to health.

The duties of the health and safety coordinator are as follows:

  • To assist the technical supervisor in coordinating the activities of contractors working simultaneously or in succession on the construction site.
  • Providing health and safety support for the handover procedure for work areas.
  • Briefing subcontractors entering the work site on the specific rules applicable to the site, and health and safety training.
  • Technical review of the health and safety plan and, where necessary, making recommendations for amendments or additions.
  • Taking the necessary measures to ensure that only authorised persons are allowed access to the construction site.
  • Conducting health and safety inspections. We draw up a health and safety inspection report based on the findings of these inspections, which we then send to those involved in the project. The report details the shortcomings identified on site and includes recommendations for rectifying them.
  • Requesting and checking the health and safety and fire safety documentation of employers and subcontractors involved in the project, including, amongst other things, risk assessments, procedures for the provision of personal protective equipment, medical examination procedures, commissioning and inspection documents for hazardous machinery, pre-commissioning inspections of non-hazardous machinery, training records, medical fitness certificates, licences required for operating machinery, and verification of the existence of fire safety examination certificates.
  • Representation during inspections carried out by the authorities.
  • Ensuring that subcontractors involved in the construction work comply with health and safety regulations.
